Ukraine – France: Bridges of Friendship
This news is known in narrow diplomatic and professional circles in Ukraine and France. The head of the French national railway company SNCF, Jean-Pierre Farandou, was awarded the Order of Merit on behalf of the Ukrainian people and President Volodymyr Zelenskyi. The award was presented by Vadym Omelchenko, the Extraordinary and Plenipotentiary Ambassador of Ukraine to France, who himself is a graduate of one of the leading educational institutions — the Dnipro Institute of Infrastructure and Transport of the Ukrainian State University of Science and Technologies.
Ukrainians have been building bridges of friendship with France since the time of Anna Yaroslavna, Queen of France. In the past, notable individuals of Ukrainian origin, such as Hryhoriy Orlyk and Ilya Mechnikov, contributed significantly to the development of French science and culture. Today, this connection continues not only in culture but also in education and technological cooperation, as exemplified by SNCF.

OMELCHENKO Vadym Volodymyrovych
Extraordinary and Plenipotentiary Ambassador of Ukraine to France.
Born in 1963. Graduated from the Faculty of Civil Engineering at the Dnipropetrovsk Institute of Transport Engineers (1986) and from the National Law Academy named after Yaroslav Mudryi
Honored Lawyer of Ukraine. Twice served as an advisor to the speakers of the Ukrainian parliament, led a group of advisors to the Deputy Prime Minister of Ukraine on economic reforms, and held the position of consultant to the parliamentary committee on combating organized crime and corruption.
He taught at the Institute of International Relations of Taras Shevchenko National University of Kyiv and lectured at the Diplomatic Academy under the Ministry of Foreign Affairs of Ukraine.
Since 2006, he has been the president of the Gorshenin Institute. He delivers lectures and presentations at the Ecole Militaire, the National Assembly, and the Senate of France.
Since August 2020, he has served as the Extraordinary and Plenipotentiary Ambassador of Ukraine to France.
On April 28, 2021, by Presidential Decree № 177/2021, he was appointed as the Extraordinary and Plenipotentiary Ambassador of Ukraine to the Principality of Monaco.
On December 22, 2023, by Presidential Decree № 843/2023, he was awarded the diplomatic rank of Extraordinary and Plenipotentiary Ambassador.
