TEMPUS
Mobility Programme for University Studies) is an external assistance program of the European Union. Its goal is to promote the modernization of higher education systems in partner countries (neighboring countries of the EU) by enhancing cooperation between higher education institutions in EU member states and partner countries. The Tempus program provides funding to encourage interaction and balanced cooperation between higher education institutions in partner countries and in European Union member states. The program is an annual competition, meaning that grants are awarded based on participation in Calls for Proposals and a multi-level evaluation of applications submitted in the prescribed format.
The Tempus program finances inter-university cooperation in the development and improvement of curricula, university management, interaction between academics and civil society, partnerships between education and business, and structural reforms in higher education.
Until 2009, the Tempus program was coordinated by the Directorates of the European Commission for Education and Culture, Enlargement, and External Assistance. Starting from the second competition of the fourth phase of the Tempus program, this function has been performed by the Education, Audiovisual, and Culture Executive Agency, which has a mandate from the European Commission to manage and coordinate the program’s projects.
