Memorandum of Understanding with the State Space Agency of Ukraine

On October 31, 2025, a Memorandum of Understanding was signed between the State Space Agency of Ukraine (SSAU) and the Ukrainian State University of Science and Technologies (USUST). The document lays the foundation for establishing a unified educational and scientific platform aimed at advancing the development of Ukraine’s space industry.
The document signing took place in the presence of Acting Head of the State Space Agency of Ukraine, Volodymyr Mikheiev, and Rector of the Ukrainian State University of Science and Technologies, Corresponding Member of the National Academy of Sciences of Ukraine, Professor Kostiantyn Sukhyi.
The Memorandum outlines the key areas of joint activity – education, science, international integration, defense and space technologies, innovations, and technology transfer.
The document also envisions the active involvement of the SEI ‘Aerospace Institute’, USUST, as well as leading enterprises of Ukraine’s space industry.
Within the framework of this partnership, the following areas of cooperation are envisaged:
• Training of specialists for the space and defense sectors;
• Participation of students and researchers in international programs of ESA, NASA, and Artemis;
• Establishment of joint laboratories and research platforms for dual-use technology development;
• Development of innovation programs, start-ups, and international technology transfer initiatives;
• Expansion of Ukraine’s participation in global space projects.

While signing the document, both parties emphasized that this Memorandum will serve as an intellectual and technological bridge between science, education, and industry. It will foster the formation of a new generation of Ukrainian engineers and researchers, as well as the integration of Ukraine into leading international space programs.
‘Today’s step is the beginning of systematic cooperation that will unite the potential of Ukrainian science, education, and industry to create a modern space ecosystem for our state’, noted Volodymyr Mikheiev, acting head of the State Space Agency of Ukraine.
‘For USUST, this is a recognition of the University’s contribution and its scientific schools to the development of space science and education in Ukraine. It also reaffirms our role as a strategic partner of the state in shaping a new national space ecosystem. We are opening the way for new projects, international partnerships, and the active involvement of our students in the programs of ESA, NASA, and Artemis’, emphasized Kostiantyn Sukhyi.
In the current circumstances, as Ukraine continues to defend its independence, the signing of this document symbolizes the resilience of Ukrainian science and the state’s determination to look toward the future. This step will contribute to the consolidation of Ukraine’s scientific, educational, and industrial potential, the advancement of its engineering school, and the country’s recognition on the global stage as an active participant in the new space era.
